Project Objectivs

Background

European Union is working with UNOPS to support the MoH in addressing the increased demand for emergency health services. Three public facilities that provide emergency health services for Syrian refugees in Jordan were selected to be supported, namely, Jamil Tutunji Hospital in the Sahab district of Amman, Ramtha Hospital in Irbid, and Ruweished Hospital in Mafraq. Consequently, following a request for assistance from the European Union Delegation in Jordan, UNOPS will assist in expanding and equipping the three health facilities. In October 2016, site visits were conducted by the MoH and UNOPS to the three health facilities. These visits clarified the needed activities and helped to better understand the situation of each hospital in order to properly identify the expected works to be done.

This project is in line with the Madad Fund Overall Objective “to provide a coherent and reinforced aid response to the Syrian crisis on a regional scale, responding primarily to the needs of refugees from Syria in neighboring countries, as well as of the communities hosting the refugees and their administrations, in particular as regards resilience and early recovery”, and will contribute to the Specific Objective 4 of the current Result Framework “to increase access to quality and equitable health care for refugees and impacted local populations through direct interventions and through bolstering national systems and capacities”.

Funded by the European Union (EU) and in partnership with the Jordanian Ministry of Health, UNOPS will improve three public health facilities to better serve communities impacted by the Syrian crisis.

As part of the EU’s Regional Trust Fund in Response to the Syrian Crisis, UNOPS will:

Design and construct three new emergency facilities at all three health facilities: Ramtha Hospital, Tutunji Hospital and Ruwaished Hospital

Rehabilitate two existing emergency departments in Ramtha Hospital and Tutunji Hospital

Provide and install all necessary medical equipment and furniture for the new buildings

Provide three fully-equipped ambulances.

Provide and install a biomedical waste treatment unit at Tutunji Hospital

The facilities will be fitted with solar energy, wastewater treatment systems, external solar lights, and solar water heaters to enhance sustainability as well as safety.

SUSTAINABLE DEVELOPMENT GOALS

UNOPS works towards a better, more sustainable future by contributing to broader efforts to help partners achieve all 17 of the Sustainable Development Goals. This project directly influences health improvement and contributes to achieving other sustainable development goals and the ultimate goal which is ending poverty and other deprivations.

This project will contribute to gender equality by incorporating gender considerations in the design and construction phases. Ensuring equal access to women and men to health services through designating separate facilities for women and men including Monitoring Units, Normal Cases Unit, Intermediate Cases Unit, separate toilets, designating a private and confidential Family Room to discuss sensitive matters and provide psychosocial and medical services to GBV survivors.

To ensure access to affordable, reliable, sustainable and modern energy for all, a photovoltaics (PV) system will be designed, constructed, and installed to provide needed electricity in a sustainable and innovative way. External solar lights and solar water heaters will be installed in the building to provide lighting and hot water in a sustainable manner.

“Doing more and better with less” is all about sustainable consumption and production and promoting resource and energy efficiency. A biomedical waste treatment unit will be procured and installed to reduce hazards of emissions that are contaminating to the environment in general, and represent risk to patients’ health in particular. Furthermore, a wastewater treatment and reuse compact unit will be procured and installed in the external yards to treat the generated wastewater and reuse the treated water for irrigation of the green areas around the hospital and the new emergency building.
